This likely isn't a problem with the paint, but rather a problem with how the lot porters and/or mechanics remove the protective film from the car during the Pre-Delivery Inspection (PDI). In fact, my rear bumper cover was painted a week after I had it due to this very issue. The paint was obviously and very badly "zippered" right where the taillight meets the bumper.

Now, I realize that paint chipping underneath isn't EXACTLY the same as this, but I bet its cause is the same.
