I read somewhere that the mayor or someone in high authority of the town was tired of people speeding through the "downtown" area, so he decided to change the speed limit. He didn't want to slow the speed down any, hindering the locals, so he simply made it more noticable. I think 31 was just a random number that he pulled out of the air, versus the already established 30 mph. It was something that would make people do a double take and maybe then they'd pay more attention to their actual speed.
I didn't know anything about it until a then-girlfriend gave me the sign. I always wondered if it's the same sign pictured above, or if it was from a different location. But, I can assure you, it's real.
